Kugaaruk Hamlet Office & Community Hall in Kugaaruk, NU. We think this project is a great example of what makes architecture different in remote northern communities. Based on initial cost estimates, we found that the project couldn't be built within its budget. The government client couldn't confirm if there were any construction workers available locally, so these cost estimates were based on entirely imported construction labour. ... In response, Chris & Simon from TAG flew to Kugaaruk and hosted open-invite interview sessions for all local residents to see if any were interested in working on the construction project. Nearly 50 workers expressed interest. According to the interviews, most were experienced with wood construction - so TAG re-designed the building to be framed in wood instead of steel. The project was put out to tender with a local employment target of 45%. To help meet this target, tender documents included individual workers' resumes, availability, and contact information, as well as a seasonal hunting calendar for the community. At completion of construction, 48% of wages went to local workers: over $1M in wages remained in the community. The building tender price was lower than the project budget. These emergency shelters are being assembled in a few locations along the remote, rugged 350-km-long Canol Trail, which runs from Norman Wells to the Yukon border. There's no access to these sites by road, so the shelters were designed to be packaged and flown in by helicopter, along with a small, efficient assembly crew. The structure consists of a light steel frame system and structural insulated panels (SIPs), with log wall infill that is either flown in, or harvested fr...om the surrounding area, depending on the site. The interiors are minimal, with sleeping bunks and a woodstove for heat. A true northern getaway! This project is a collaboration with GNWT's department of Industry, Tourism and Investment.
