When a man collapsed outside of the Toronto Union Station fifteen years ago, three cab drivers performed life-saving procedures while waiting for the ambulance to arrive. The drivers, it turned out, were new immigrants who had trained as physicians in their home country. In the midst of a nation-wide physician shortage, many immigrant medical professionals find themselves unable to join the workforce. Why might this be? What can be done to improve this situation?
