Note from the RCMP on ATV Usage I took part in a Town of Carbonear council meeting this week and the council members had expressed some concerns with ATV ...misuse in their community. I suggested that the town use their social media posts to help get the word out regarding the regulations governing ATV use in this Province. To assist in that effort I prepared a list of the common breaches of the act, and also attached some posters from the Provincial Government website. Im thinking this is something that could be of use to all our communities so Im sending it along for anyone to use should they see fit. AGE A person must be 16 to operate an adult size ATV (over 90cc). A person aged 14 or 15 can operate an ATV up to and including 90cc, if accompanied and supervised by a person 19 years of age or older. A person under 14 years of age is not permitted to operate any size ATV Where an ATV can be used: Bogs and environmentally sensitive areas are out of bounds with the exception of big game retrieval. The details of same should be known to hunters. ATVs are not permitted on a highway except to cross from one side to another and the operator must have insurance to do so. #GovNL is monitoring forecast information on the weather system now classified as #HurricaneTeddy which is anticipated to arrive in Newfoundland and Labrador... as a post-tropical storm tomorrow evening (Wednesday, September 23). Effects are anticipated to be felt in some areas beginning overnight tonight (Tuesday, September 22). A tropical storm watch and wind warnings have been issued for the southwest coast of the island. Heavy rain, about 75 millimeters is forecast for southeastern Labrador and parts of western Newfoundland. Strong winds will affect most of the island, with gusts up to 130 km/hr in the Wreckhouse. Large waves, pounding surf and elevated water levels will accompany the system which could lead to localized flooding and coastal erosion. Residents should avoid coastal areas if at all possible in the coming days. Conditions may be hazardous and emergency officials advise the public to use extreme caution. Regional forecast information is updated regularly by Environment Canada. Further details will be available as the system moves closer to the province. We encourage residents to monitor the forecast for the most up-to-date information. Municipalities and local service districts are asked to review their emergency management plans and should ensure that infrastructure such as roads, ditches and drains are clear of debris and appropriate provisions are made for the delivery of services during the anticipated weather event. Preparations to protect vulnerable coastal locations should begin as soon as possible given the potential of damage to infrastructure. Residents are asked to use caution and to take steps to ensure their own personal safety. Residents should always have a basic emergency kit available and be prepared for at least 72 hours, with food, water, batteries, a portable radio, and prescription medications. Drivers should consider the forecast before a road trip. Plan ahead and check the provincial road conditions using the NL 511 app or visit nl511.ca. Remember to drive according to the conditions in your area. The Government of Newfoundland and Labrador encourages everyone to be prepared for adverse weather conditions during hurricane season that runs until the end of November. In the simplest of terms, this is what Atlantic Canada can expect from Hurricane Teddy from later Tuesday through Thursday. Most of tomorrow across NL will be p...roblem-free. Rain arrives late afternoon in the south but will not pickup in intensity until tomorrow night and Wednesday. Rainfall amounts will be significantly less than what we just saw this past weekend. The highest winds will be found over Cape Breton Island and some parts of the Nova Scotia coast, where gusts over 120 km/h will be possible. Areas of southwestern Newfoundland will see gusts as high as 100 km/h from the south and/or southeast Wednesday afternoon and evening. The exception will be Wreckhouse area, where gusts to 130 km/h are possible. Coastal Labrador, Central, northeastern and eastern Newfoundland will see the highest winds Thursday. Many areas of coastal Labrador and coastal central and eastern Newfoundland will see gusts nearing 70 to 90 km/h on Thursday. The heaviest rain will fall Tuesday night into Wednesday across the Island and on Thursday in southeast Labrador. Stay tuned for further updates.

As we watch and prepare for Hurricane Teddy over the next couple of days. Now is a good time to check on your emergency kit. Do you have one? Does it need a few... things? Have you been meaning to start one but haven't gotten around to it? Some people may be wondering what goes into a emergency kit. In an emergency, you will need some basic supplies. You may need to get by without power or tap water. Be prepared to be self-sufficient for at least 72 hours. Water at least two litres of water per person per day; include small bottles that can be carried easily in case of an evacuation order Food that won't spoil, such as canned food, energy bars and dried foods (replace food and water once a year) Manual can-opener Crank or battery-powered flashlight (and extra batteries). Replace batteries once a year. Crank, battery-powered radio (and extra batteries) First aid kit Extra keys to your car and house Some cash in smaller bills, such as $10 bills A copy of your emergency plan and contact information If applicable, other items such as prescription medication, infant formula, equipment for people with disabilities, or food, water and medication for your pets or service animal (personalize according to your needs) Two additional litres of water per person per day for cooking and cleaning Candles and matches or lighter (place candles in deep, sturdy containers and do not burn unattended) Change of clothing and footwear for each household member Sleeping bag or warm blanket for each household member Toiletries Hand sanitizer Utensils Garbage bags Toilet paper Water purifying tablets Basic tools (hammer, pliers, wrench, screwdrivers, work gloves, dust mask, pocket knife) A whistle (in case you need to attract attention) Duct tape (to tape up windows, doors, air vents, etc.) If you think your water is contaminated, check with your municipality or local authorities for details. When in doubt, do not drink water you suspect may be contaminated. Keep some cash on hand, as automated bank machines and their networks may not work during an emergency. You may have difficulty using debit or credit cards.

Rainfall warnings have been issued for parts of central Newfoundland, the Avalon, Bonavista and Burin Peninsulas. Rain at times heavy, as much as 100 mm, is expected for several regions between Thursday night and Saturday afternoon. Due to the high amount of rain forecast and the potential of localized flooding, municipalities and local service districts should review their emergency management plans and ensure infrastructure such as roads, ditches and drains are clear of debris.
