Meteorological Service of Canada, CA, Environment Canada Affected Area Sarnia - Petrolia - Western Lambton County Description Damaging winds expected today and tonight. A strengthening low pressure system is forecast to track across northeastern Ontario today. This system will bring southerly winds with gusts of 60 to 80 km/h late this morning. Winds will then shift to very strong southwesterlies with gusts of 90 to 110 km/h beginning this afternoon. The strongest wind gusts are expected to be along the shores of eastern lake Erie and eastern lake Ontario. Winds are expected to ease by Monday morning. Power outages are possible. ### Damage to buildings, such as to roof shingles and windows, may occur. High winds may toss loose objects or cause tree branches to break. PETROLIA HERITAGE ADVISORY COMMITTEE LAUNCHES LIMITED-EDITION CHRISTMAS ORNAMENT SERIES A joint fundraising project with the Petrolia Heritage Advisory Committee and the Hillsdale Cemetery has launched in Petrolia. A series of ten Christmas ornaments will be sold with funds raised being split between Petrolia Heritage Advisory Committee projects and maintenance and beautification at Hillsdale Cemetery. The committee is pleased to offer a limited-edition Christmas ornament th...at will have the option of an ornament being added to the collection of ten collectible ornaments over the next ten years. The ornaments feature important images that depict the history of Petrolia through heritage properties in the oil town. The back of each ornament features detailed information about the property on the front. The design for the 2020 ornament is of National Heritage Site, Victoria Hall. Each ornament is a clear acrylic material. In December 2020, you will receive the first ornament in the series, with each ornament being available in December for each of the subsequent years. Not all designs have been released, so each year will see the new design be a surprise. The 2024 ornament will be released with a special design to celebrate Petrolia’s 150th Anniversary of the Incorporation of the Town of Petrolia. Buyers have two options, one ornament can be purchased for $20 including HST, with an additional $5 including HST for shipping if required. The ornaments also sell as a set of 10 for $180.00 including HST, with an additional $50 including HST to ship all 10 ornaments if needed. The ornaments are available by calling the Town of Petrolia Municipal Office starting November 23, 2020 at (519)882-2350 with a credit card or visiting Town Hall to purchase. This is a limited-edition collection, as only 150 sets will be sold. PETROLIA 150 COMMITTEE LAUNCHES LIMITED-EDITION COMMEMORATIVE COIN SET A Committee has been created in Petrolia to celebrate the Town’s sesquicentennial in 2024. The Committee, a volunteer committee of Council is made up of community volunteers, Councillors and one staff member and their goal is to work closely with community groups, organizations and businesses, the County of Lambton and with the Provincial and Federal government to develop a celebration that will include ...and invite people to celebrate the milestone. The committee is pleased to offer a limited-edition commemorative coin set that will see a coin added to the collection of five collectible coins over the next five years. This coin set is in a beautiful display box and features important images that depict the history of Petrolia. The back of each coin features the Petrolia 150 logo. Telling the story of Petrolia, the coins will be released in the following order: 2020 Where it all began. The three-pole oil derrick. 2021 - The Robert. M. This item will be available for online purchase during the Petrolia Volunteer Business Group online shopping event on November 20, 2020 as well. Tickets for this event are available at thvpp.ca for $10.00, with proceeds going to Charlotte Eleanor Englehart Hospital and by visiting thevpp.ca. Proceeds from the sale of the coin sets will be used for future Petrolia 150 activities and fundraising initiatives.

***Successful Day of Budget Deliberations in Petrolia - 0% Municipal Tax Rate Increase Proposed, 0% Sewer Rate Increase Proposed, 0% Water Rate Increase Proposed, and 0% Fee Increase Proposed*** Petrolia Town Council deliberated the draft 2021 municipal budget today. The proposed budget would see a proposed 0% increase to the Municipal tax rate, and a proposed 0% increase in sewer costs, with a proposed 0% increase to water rates. Also proposed is a 0% increase in the Fee Sch...edule. The half-day session concluded with Council providing direction to staff to amend the 2021 draft budget to reflect the following: a) That the proposed Sidewalk Replacement Program be raised from $35K to $50K for 2021. b) That Council Conference and Training proposed expenses be reduced from $20K to $15K with the expectation that many conferences will remain online for 2021. c) That there be a $5K reduction in the budget proposal for legal expenses. d) That the proposed unforeseen expenditures line be reduced from $40K to $20K. Mayor R. Brad Loosley said, COVID-19 has had a tremendous impact on everything we do, both as a municipality and as individuals. The safety of our residents is paramount. We have entered the second wave of COVID. We have learned a lot and have good COVID safety protocols in place, such as, having our first ever virtual Council Budget session! We have all had to learn to be flexible and adaptable. This is also true of Council’s discussions for Budget 2021. We will need to be flexible as we do not know the future impacts of COVID-19. Council have seen that staff are recommending no increase to our municipal tax rate, our water rates, and our sewer rates for 2021. This was not easy, but some of our residents have been severely impacted by COVID-19 and not increasing rates will help them get through 2021. Some capital projects being proposed for 2021 is a reconstruction of Greenfield Street, and $25K in financial support for marketing and promoting the downtown, a new dump truck/snowplow and a used truck to replace the decommissioned Support Operations Response Team (SORT) vehicle. Chief Administrative Officer/Treasurer Rick Charlebois said, I would like to thank staff for their work at preparing this detailed document, and for their efforts to look forward while being conscious of the effects of 2020 on the future. A second Council Session that was planned for Wednesday, October 28, 2020 to complete the review of the proposed 2021 budget will not be required as Council was able to work through each line item in a timely manner this afternoon. A Public Budget Meeting is planned for November 9, 2020 at 6:00 p.m. by virtual meeting, where all are welcome to log in and access the presentation and ask questions. The Public Meeting will feature a presentation by Chief Administrative Officer/Treasurer Rick Charlebois. Staff plan to bring the proposed 2021 budget to Council on December 14, 2020.

PETROLIA HARVEST DAYS CARVED PUMPKIN CONTEST WINNERS ANNOUNCED Saturday, October 10 marked the delivery and display date for the for the first carved pumpkin contest in Victoria Park, Petrolia. This event was the final community participation event in the series of four Petrolia Harvest Days weekend events. Petrolia Harvest Days replaced the annual Harvestfest meal held annually in September. Volunteers from the Community Services Advisory Committee accepted the carved pump...kins from 8:30 a.m. until 1:00 p.m. where each participant was given a bag of caramel popcorn compliments of Cogeco, one of the event sponsors. The pumpkins were judged by the committee in a variety of categories. Deciding on the winners was not an easy task given the more than 40 pumpkins that were submitted. The Committee placed a battery-operated candle in each pumpkin, and they remained lit up for the evening on Saturday where many families took advantage of viewing the displays and taking photos with the pumpkins and the scarecrows. Once the event concluded, the pumpkins were shared with Albany Retirement Village, Fiddick’s Nursing Home and Meadowview Villa so that they be enjoyed by the residents of each community. Dave Menzies, Director of Community Services and Facilities said, this idea came out of a conversation about what we could do to include people of all ages in the Petrolia Harvest Days events while considering physical distancing. It turned out really well for our first year, with many families citing that this was a great, low-cost activity for their children to enjoy. He added, This very likely will be the first annual carved pumpkin contest in Petrolia. The Committee would like to thank all the participants and the following sponsors for making Petrolia Harvest Days a huge success: SUNCOR Energy, Stewart Electric, Barb & Rick Charlebois, Cogeco, Brooke Telecom Co-operative Ltd., and Bourque Renovations.
