Yes, the REM does emit GHGs And other corrections Contrary to recent statements, the Réseau express métropolitain (REM) will emit greenhouse gases (GHGs) and do so in very large quantities. Chantal Rouleau, Minister Responsible for the Montréal Region, has been among those to recently declare that the project will emit no GHGs. In 2016, the Bureau d'audiences publiques sur l'environnement (BAPE) was critical of the original GHG projections advanced by the REM’s promoter, CDPQ Infra, terming these calculations an incomplete portrait. This was notably because they did not take the construction phase into account. Yet Minister Rouleau is still using these original figures, now known to be seriously flawed. According to a 2018 study commissioned by CUPE, construction of this light metro will emit some 800,000 tons of carbon dioxide (CO2), the most important GHG. This study points to the large quantity of cement necessary for construction of the 67km REM. Minister Rouleau and members of the public would be wise to read our book about the REM, The Train that Tricked Us; there is just too much misinformation circulating about this multi-billion dollar project, states Trainsparence member Laurel Thompson. This book will be released soon at www.Trainsparence.ca! Rouleau also promised taxpayers would not have to pay for additional costs associated with explosions in the Mount Royal tunnel last July. But, according to the 2018 Entente signed between L'autorité régionale de transport métropolitain (ARTM) and CDPQ Infra, the former will indemnify CDPQ Infra for all losses stemming from changes in the law having to do with public security. The COVID pandemic and its dramatic effect on air travel are throwing the REM connection to Trudeau Airport YUL into question. It is increasingly unclear how airport authorities can pay for the station there, especially since the Quebec government now refuses to contribute to the project. Looking at a map, it is clear that the fastest LRT route from Trudeau Airport to downtown is via Lachine, NDG, and Westmount, following CN or CP train tracks. CDPQ Infra decided instead a m...uch longer route to make the REM go through the Mount Royal tunnel was to access the airport from the north. This decision is destroying the Deux-Montagnes train linewhich is already electrified and very popular. And this destruction throws the lives of thousands of train commuters into turmoil. CORRECTION$$ J'ai dit dans une publication plus tôt que c'est encourageant que Madame Rouleau a dit que le gouvernement CAQ ne payera pour les nouveaux murs dans le tunnel Mont Royal après une détonation a révélé l'existence des explosifs. Mais c'est impossible. Même que le CDPQ n'a pas encore envoyé sa facture à l'ARTM/Québec, c'est nous les contribuables qui devons payer. L'Entente entre l'ARTM et PROJET REM S.E.C.26 mars 2018:... MODIFICATION DES LOIS APPLICABLES AYANT TRAIT À LA SÉCURITÉ FERROVIAIRE, À LA SÉCURITÉ PUBLIQUE OU AFFÉRENTES AU DOMAINE DU TRANSPORT COLLECTIF L’Autorité indemnise Projetco des coûts directs que Projetco encoure pour se conformer à toute Modification des lois pertinentes. Modification des lois pertinentes s’entend essentiellement d’une modification des lois, entrée en vigueur après la signature de l’Entente, ayant trait à la sécurité ferroviaire, à la sécurité publique ou afférente au domaine du transport collectif, entraînant des coûts directs à Projetco pour s’y conformer, à l’exclusion toutefois d’une modification des lois applicables en réponse à un acte ou omission de la part de Projetco qui contrevient aux lois applicables existantes ou d’une modification des lois applicables donnant suite à une demande de Projetco.
