Police Report from November 23 - 29 The following are some of the files that were opened with the Winkler Police Service during this time period. November 25... Police received a report of a stolen vehicle. The complainant had parked his car outside of a business on Main Street with keys inside and was away for only a few minutes but upon returning to his car it was gone. The vehicle was located later the same day abandoned near Winnipeg. Surveillance video from the business assisted police in identifying the person responsible. A warrant has been issued for a 24-year-old male from the Rossburn area. A complaint was received regarding a residence where there were several people inside that did not normally reside there. Officers attended and spoke to the homeowner who stated that there was 6 people visiting. A $1296 ticket was issued to the homeowner for failing to comply with the Public Health Order. November 27 At about 11:30 p.m. police issued a ticket to a driver for operating a vehicle without a proper muffler which carries a $174 fine. November 28 At about 12:45 a.m. a report was received regarding a vehicle that had been stolen by a person known to the caller and who was likely intoxicated. At 1:15 a.m. police located the vehicle on 1st Street being driven in an erratic manner. A traffic stop was conducted and it was determined that the female driver was extremely intoxicated. The driver was arrested for theft of a motor vehicle and for impaired driving. The driver later refused to provide a breath sample and was also charged with Refusal. A report was received from a person who had attempted to purchase a dog through an online classified ad. The caller sent an e-transfer of $250 to the seller before they picked up the dog but after having sent the money the seller would no longer answer their phone. The phone number provided had a Toronto area code. Winkler Police would like to remind everyone that online pet sales are a common scam and many people who thought they were purchasing a family pet have been taken advantage of. It’s never a good idea to send money to someone you don’t know without having already picked up the item. At 10:45 p.m. on Main Street police issued a $237 ticket to a driver for making unnecessary noise by revving their engine. November 29 At 7:30 p.m. police again issued a ticket to a driver for unnecessary noise by revving their engine.

The Winkler Police Service continues to investigate the November 17, 2020 robbery at the Royal Bank of Canada on Main Street. Investigators have obtained surveillance photographs of the suspect and are asking the public for assistance in identifying him. We get these calls on our work phones too! They are especially worrisome when the scammers target new Canadians and vulnerable senior citizens are especially worrisome. Everyone should be vigilant when they receive a phone call claiming to be from the Canadian Revenue Agency, the Canada Boarder Services Agency, another government agency or financial institution stating: You owe back taxes You have unpaid balances You committed a financial crime You have a warrant for your arrest Scammers typically request payment via money services businesses, pre-paid cards/gift cards (iTunes, Google Play or Steam cards) or Bitcoin. They insist that if you do not pay immediately, you'll be arrested, fined or even deported. The above-mentioned agencies and legitimate companies will never demand immediate payment by Interac, e-transfer, Bitcoin, pre-paid credit cards or gift cards from retailers such as iTunes, Amazon or others. Legitimate companies and agencies will never threaten you with arrest or a prison sentence. If you receive a such a phone call never give out any personal information (full name, birthdate, social insurance number and or bank information) simply, HANG-UP. Winkler Police Service 26.10.2020

On November 17, 2020, at approximately 3:21 p.m., officers were dispatched to a robbery at a financial institution on Main Street in Winkler. Police learned that a male suspect had walked into the business while concealing his identity and robbed the business using a note. Police arrived at business almost immediately after receiving the call and the suspect had fled the area with a quantity of cash. Winkler Police Officers, with assistance from the Morden Police Service,... searched the area for the suspect however were unable to locate him. Nobody was injured as a result of this robbery. This incident remains under investigation and police are asking anyone with information that could assist investigators to contact the Winkler Police Service at 204-325-9990.

Winkler Police Service 13.10.2020

On November 13, 2020, at approximately 11:05 p.m., the Winkler Police Service, along with the Winkler Fire Department and paramedics from the Boundary Trails Health Centre, responded to a single vehicle collision on Main Street between Mountain Avenue and Southrailway Avenue. Police found that a northbound Chevrolet pickup truck had driven off the roadway onto the sidewalk where the vehicle collided head-on with a tree. Police quickly determined that the 17-year-old male dri...ver of the vehicle was impaired by alcohol and that both he and the 16-year-old female passenger had been injured during the collision. The male was placed under arrest for impaired driving and both he and the passenger were transported by ambulance to Boundary Trails Health Centre where they were treated and released. After being released from hospital, the driver was released from police custody on an Undertaking with various conditions and a court date in early 2021. He will be facing charges of impaired operation of a conveyance causing bodily harm, unlawful transportation of liquor in a motor vehicle, and possession of liquor by a minor. The incident remains under investigation with additional charges pending.
