Fatal Motor Vehicle Collision Update: C19-178760 Update: On November 23, 2020, officers from the Winnipeg Police Traffic Division arrested Jean-Pierre OLIVIERO, 34.... He was charged with: - Dangerous Operation of a Conveyance Cause Death - Operation of a Conveyance Cause Death While Impaired - Within 2 hours of Ceasing to Operate a Conveyance is Impaired. He was detained in custody. As previously released: On July 31, 2019, at approximately 11:45 p.m., a single motor vehicle crash occurred on the Midtown Bridge. Both the motorcycle driver and a female passenger were taken to hospital, however, the 28-year-old female succumbed to her injuries. Investigators from the Winnipeg Police Service Traffic Division are requesting the public’s assistance in locating the following male (driver of the motorcycle) who is wanted on charges relating to the incident: Jean-Pierre OLIVIERO, 34, is the subject of an arrest warrant for Operate a Motor Vehicle Impaired Cause Death. Oliviero is described as White, 6’0 in height, 176 lbs with a medium build and short brown hair and green eyes. If you have a phone, you’ve almost certainly been targeted by a scammer trying to get you to pay a non-existent fine. We get these calls on our work phones too! They are especially worrisome when the scammers target new Canadians and vulnerable senior citizens are especially worrisome. ... Everyone should be vigilant when they receive a phone call claiming to be from the Canadian Revenue Agency, the Canada Boarder Services Agency, another government agency or financial institution stating: You owe back taxes You have unpaid balances You committed a financial crime You have a warrant for your arrest Scammers typically request payment via money services businesses, pre-paid cards/gift cards (iTunes, Google Play or Steam cards) or Bitcoin. They insist that if you do not pay immediately, you'll be arrested, fined or even deported. The above-mentioned agencies and legitimate companies will never demand immediate payment by Interac, e-transfer, Bitcoin, pre-paid credit cards or gift cards from retailers such as iTunes, Amazon or others. Legitimate companies and agencies will never threaten you with arrest or a prison sentence. If you receive a such a phone call; never give out any personal information (full name, birthdate, social insurance number and or bank information) simply, HANG-UP. Delivery package thefts often increase between the months of November through January. The Property Crime Unit has certainly noticed an increase in these reports. Some package thieves follow delivery trucks and then take the packages after the delivery is made. Others are crimes of opportunity, when thieves see packages in plain view of the street. STEPS THAT YOU CAN TAKE TO REDUCE YOUR RISK:... Arrange to ship the package to another location for someone else to receive. This can be a friend, relative, trusted neighborhood or landlord/apartment leasing office. Choose a shipping option that requires you to sign for delivery. Sign up for delivery alerts on your phone. The easiest way to avoid package theft is simply not to have packages left on your porch or front steps in the first place. Having it delivered to an alternate location like a safe pick-up location within Winnipeg. Research your service provider to see if they offer any alternate or safe pick-up locations around the city. Frontline officers have been distributing them when responding to calls involving families or individuals in crisis and experiencing food insecurity. As police officers we often find ourselves in situations that not one everyone else sees or experiences. So, when we see a need, we try to help where we can. Having access to these boxes of basic food stapl...es had an immediate and direct impact. This initiative in no way replaces the important work done by foodbanks meeting critical needs in our community. Rather, it is an immediate stop-gap measure to help people in crisis until they can get the long term help they require. Working together, we can foster a stronger and safer community. Drug Offences Arrest: C20-276404 During the evening of November 21, 2020, members of the Guns & Gangs Unit executed a Controlled Drugs & Substances Act search warrant at a residence in the first 100 block of Hill Grove Point. The search warrant was related to an investigation regarding the trafficking of fentanyl in Winnipeg. A male suspect had been taken into custody earlier in the evening in the area of Kenaston Boulevard and North Town Road as part of the investigation.... A search of the male, his vehicle and the residence resulted in the seizure of numerous items, including the following: - Approximately 6.4 kilograms of methamphetamine (estimated value of $103,400, but it should be noted that this amount of methamphetamine is 64,000 hits at $10 each) - Approximately 452 grams of fentanyl (estimated value of $118,000, but it should be noted this amount of fentanyl is 4,520 doses valued at $50 each) - Approximately 122 grams of cocaine (estimated street value of $7,500) - Approximately 74 grams of crack cocaine (estimated street value of $4,550) - Approximately $13,420 in Canadian currency - Drug packaging materials - Score sheets - Two mobile phones Irfan Kamyar, a 22-year-old male of Edmonton, Alberta, has been charged with: - Possession of a Scheduled Substance for the Purpose of Trafficking Methamphetamine - Possession of a Scheduled Substance for the Purpose of Trafficking Fentanyl - Possession of a Scheduled Substance for the Purpose of Trafficking Cocaine - Possession of Proceeds of Property Obtained by Crime Over $5000 He was detained in custody.

Assault with a Weapon Investigation: C20-283132 On November 30, 2020, at 1:11 a.m., members of the Winnipeg Police Service responded to a residence in the 300 block of Ross Avenue for the report of a male who had been assaulted. Officers located an adult male suffering from serious injuries. He was subsequently transported to hospital in unstable condition and later upgraded to stable condition.... Soon after, an injured adult male attended a residence in the 600 block of McGee Street. He was located and transported to hospital where he was treated and released. This male has been taken into custody, along with an adult female suspect. This investigation is continuing by members of the Major Crimes Unit. Homicide Public Assistance Requested: C20-241670 The Winnipeg Police Service Homicide Unit is requesting the public’s assistance regarding the murder of Gerald Hamelin. Hamelin was killed on October 11, 2020, at a residence in the 400 block of Atlantic Avenue. Investigators are asking people to check their residential security systems, doorbell cameras, and business/commercial video security systems in the blocks surrounding the area of Atlantic Avenue and Powers Street (...and north to Jefferson Avenue). As Previously Released: On October 11, 2020, at 7:24 a.m., members of the Winnipeg Police Service responded to a residence in the 400 block of Atlantic Avenue for a report of an injured male. Upon arrival, officers located a male suffering from serious injuries. He was transported to hospital in critical condition where he was pronounced deceased. The deceased victim has been identified as Gerald Justin Hamelin, a 42-year-old male of Winnipeg. This investigation is continuing by members of the Homicide Unit. Investigators believe Brandy may be attempting to make her way to the Edmonton area. Brandy THOMPSON is 14-years-old, 5’0 in height, 100lbs, with straight brown hair. She has braces and is known to have very long gel nails. The Winnipeg Police Service is advising the public of two suspicious incidents that are being investigated. The first occurred on November 3, 2020, shortly before 4:00 p.m in the South River Heights neighbourhood. A 12-year-old girl was walking home from school when a male driving a car approached her. The driver, the lone occupant, stopped the car and attempted to engage the girl in conversation while remaining in the vehicle. When the victim walked past the vehicle turned a...round, and he again approached the girl, asking if she would get in the car. The victim safely ran to an adult bystander, and police were called. The vehicle was described as a newer, white model car. The suspect was described as a male, 20-30 years, with short, curly hair and a skinny build. The second incident occurred on November 5, 2020, at approximately 4:00 p.m. in the East Elmwood neighbourhood. Again, a 12-year-old girl returning home from school was approached by a lone male driving a car. The male asked the girl where she lived and if she would get in his vehicle and come with him. The girl was able to get to safety, and police were contacted. The vehicle was described as a white, 4-door car. The driver was described as a male with short brown hair, 20-30 years. The Winnipeg Police Service advises parents and caregivers to take additional precautions and attempt to have school-age children accompanied by an adult, if possible, while this investigation continues. Taking steps to discourage crooks form targeting your car can be simple as ensuring any valuables in your vehicle are removed from plain sight and displaying one of our All Valuables Removed signs in your window. The All Valuables Removed program is intended to help you protect your belongings from theft and vandalism. Displaying the bright yellow theft prevention card can be a deterrent to thieve...s saving you reporting, insurance costs, missed work and towing charges. It also acts as a reminder to other drivers to protect their valuables. All Valuables Removed cards are just one of the tools to help you prevent theft from your vehicle. To effectively reduce thefts from vehicles across the city, it must be used with other tools such as enforcement, community awareness and prevention. Thefts from vehicles are more likely to occur in areas that contain many vehicles and minimal pedestrian traffic. Regardless of the location, any area where a vehicle is left running and unattended, unlocked, or with valuables in plain view, the risk is increased. Thefts from vehicles are a crime of opportunity. Give would-be thieves reason to by-pass your vehicle as a potential target: Remove valuables and shopping bags from view, this includes loose change and electronic devices. Serious Motor Vehicle Collision Investigation: C20-281256 On November 27, 2020, at approximately 1:20 p.m., emergency personnel responded to the area of Kenaston Boulevard and Columbia Drive/Lindenwood Drive East for the report of a multi-vehicle collision. A preliminary investigation indicates seven vehicles have been involved in the collision and five people have been transported to hospital. One person has been transported in critical condition, two in unstable condition... and two in stable condition. Officers remain at the scene. It is anticipated that the intersection will remain closed into the evening. Traffic delays are expected, and drivers are asked to avoid the area. The investigation is continuing by members of the Traffic Division. Robbery Arrests: C20-243768 On October 14, 2020, at 7:39 a.m., the Winnipeg Police Service responded to a residence in the 500 block of Stella Avenue for a report of a male that had robbed a female at gunpoint and was still armed with a firearm. With the assistance of the Tactical Support Team, North District General Patrol officers attended and safely took three suspects into custody. An imitation firearm was seized.... Members of the Major Crimes Unit continued with the investigation. It is believed that the suspects committed a home invasion to rob the residents. Fraud Over $5,000 Arrest: R18-30054 In April 2018, Winnipeg Police detectives from the Financial Crimes Unit began an investigation into allegations of fraud at a local funeral home. Chad Wheeler was a licenced Funeral Director and operated Wheeler Funeral Home. In March of 2018, the Court of Queen's Bench ordered Wheeler Funeral Home into receivership and appointed a trustee. As a result, investigators were made aware of several individuals who had purchased pre-arranged f...uneral plans but were unable to ascertain the status of these plans. Investigators discovered that between February 2006 and February 2018, 76 pre-arranged funeral plans were sold, however, funds totalling $175,000 were not placed into a trust. Between January 2007 and April 2017, investigators discovered that 40 pre-arranged funeral insurance plans were sold without the funds being remitted to the corresponding insurance company. Losses to customers totalled $75,000. Between August 2006 and December 2017, additional fraudulent activity was discovered, totalling $50,000. In all, 139 victims reported losses of $300,000. Chad Robert WHEELER, 46, has been charged with one overall count of Fraud Over $5,000. As prescribed by the Criminal Code of Canada, he was released on an Undertaking with a court date for January 2021.

Effective November 2, 2020, in response to increasing cases of COVID-19, the Winnipeg Metro Region was moved to Critical Level (red). The Winnipeg Police Service has begun triaging calls from the public regarding gathering sizes in private residences and will dispatch resources to intervene as required. The Provincial Public Health Order has limited public and private group gathering sizes to five, in addition to the household. Fines for individual breaches have been increas...ed to $1,296 the second-highest penalty of its kind in Canada. The Winnipeg Police Service response is intended to ensure the safety and wellbeing of the public, and we will continue to remind people of the measures they can take to ensure their own safety. The Winnipeg Police Service is one of several enforcement bodies who can intervene in breaches. Those who continue to gather in contravention of public health orders may be subject to enforcement action.

Aggravated Assault Investigation: C20-280385 On November 26, 2020, at 2:21 p.m., members of the Winnipeg Police Service responded to the 400 block of Sherbrook Street for a report of a male that had been stabbed. Upon arrival, officers located an injured 27-year-old male on the street. He was subsequently transported to hospital in critical condition and was later upgraded to stable condition.... Assault with a Weapon Investigation: C20-243656 Members of the Major Crimes Unit are investigating a series of robberies that occurred overnight in the Lord Selkirk Park area. On October 13, 2020, at approximately 9:50 p.m., two adult females were robbed by a large group at knifepoint. The victims sustained no injuries.... On October 14, 2020, at approximately 12:05 a.m. Winnipeg Police responded to the 600 block of Manitoba Avenue for a report of an adult male that had been stabbed by a large group. He was transported to hospital in unstable condition and later upgraded to stable. While in the area, officers located another adult female victim who was robbed at knifepoint by a large group. The victim sustained no injuries North District General Patrol, with the assistance of AIR1 and the K9 Unit, arrested four suspects in the area and are currently in custody. In-Custody Death: C20-261681 On November 4, 2020, at approximately 1:00 a.m., Winnipeg Police General Patrol officers arrested an adult male in the Elmwood neighbourhood during a traffic stop. The male was transported to HQ. While in custody, the male was observed to be in medical distress, and first aid was administered. He was transported to hospital by ambulance and has since been pronounced deceased. The Independent Investigation Unit of Manitoba has been notified and will assume investigative responsibility.

Homicide Update: C20-242271 As previously released on October 12, 2020: On October 12, 2020, at 8:06 a.m., members of the Winnipeg Police Service responded to the area of Churchill Drive and Hay Street for a report of a body that had been discovered in the Red River.... The identity and age of the deceased individual is unknown at this time. Members of the Homicide Unit and the Forensic Identification Section are investigating. Update: The deceased individual has been identified as Mohamed Mohiadin Ahmed, a 29-year-old male of Winnipeg. His death is being investigated as a homicide. The Homicide Unit is asking the public for information on Mohamed’s recent whereabouts. Homicide Arrest: C20-227158 As previously released on September 28, 2020: On September 23, 2020, at 9:10 p.m., an adult male was involved in an altercation in front of a residence in the 100 block of Kate Street with an unknown suspect. During the incident, a weapon was produced, and the victim was stabbed. The victim was transported to hospital in critical condition. ... On September 25, he succumbed to his injuries. The deceased victim has been identified as Zachary Paul Rae, an 18-year-old male of Winnipeg. Update: On October 6, 2020, Homicide Unit investigators arrested a male suspect. It is believed that the victim and suspect were both known to each other, and had been involved in an argument just prior to the homicide. A 17-year-old male of Winnipeg has been charged with: - Manslaughter - Fail to Comply with Sentence (x2) - Fail to Comply with Condition of Release Order (x3) He was detained in custody.
