Since 2001, the US has launched 41 military operations in 19 countries under the auspices of the #AUMF (Authorization for the Use of Military Force). Under AUMF, the president doesn't need to ask congress to start these wars, and they don't need to justify them to the American people. Everything can shrouded in a cloak of "national security".
