Construction of Erb Street roundabouts won’t happen quickly By Brent Davis WATERLOO REGION A pair of roundabouts on Erb Street near a proposed Costco complex have been approved in principle by regional councillors.... But it may be some time before they're actually built. Councillors approved plans this week to build the two-lane roundabouts along Erb Street across from the regional landfill site. The cost of the first one, leading into the landfill's Gate 1 and the Waterloo West Commercial Centre where the Costco is planned, would be fully covered by the developer. The second roundabout, at the landfill's Gate 2, would be covered through a development charge reserve fund. Erb Street is also slated to be widened to four lanes from Ira Needles Boulevard through to Wilmot Line. The roundabout plan still needs to be ratified by council. Work on the Costco roundabout won't begin until the developer is ready to start work at the retail site, said regional transportation commissioner Thomas Schmidt. And that won't happen until the city of Waterloo completes a major traffic analysis for the area. "One of the variables in this is 'When is there a go-ahead with Costco?' " Schmidt said in an interview. Even if all of the approvals were in place today, Schmidt said it's unlikely the first roundabout could be constructed by the end of this year. The second roundabout at Gate 2 would connect with an as-yet unbuilt road running north and south where the Waterloo Golf Academy stands today. That area is slated to be developed by the city as employment lands, but that road won't be constructed until 2017 at the earliest. While a construction schedule hasn't been finalized, a regional report suggests the second roundabout could be constructed in 2015, with the bulk of the Erb Street widening work done in 2018. But work on the second roundabout could be put off until Waterloo is ready to build the new north-south collector road. Meanwhile, improvements are also planned along Ira Needles, with widening work being done this year from north of University Avenue to Highview Drive in Kitchener. Improvements to the Erb Street and Ira Needles roundabout and additional widening work on Ira Needles would come in following years. www.royaldrivers.com

Ontario is introducing legislation today to help reduce collisions, injuries and fatalities on the province's roads and highways and keep them among the safest in North America. If passed, the proposed Keeping Ontario's Roads Safe Act and supporting amendments to the Highway Traffic Act will make highways and roads safer by: Increasing fines for distracted driving from a range of $60 - $500 to a range of $300 - $1,000 and assigning three demerit points upon convictionIncreasing fines for drivers for dooring cyclists from a range of $60 - $500 to range of $300 - $1,000 and raising the demerit points from two to threeRequiring all drivers to maintain a distance of one metre when passing cyclistsRequiring drivers to yield the whole roadway to pedestrians at school crossings and pedestrian crossovers Ensuring Ontario's roads and highways are safe is part of the government's economic plan that is creating jobs for today and tomorrow.
