Fifty Allan, Downtown Carleton Place Luxury Condos 22.09.2020

We were in talks with Lanark County regarding purchasing our property for the proposed 20 affordable housing units in Carleton Place. Despite being in contact with members of the committee from May 5.19 onwards, we were not told that another property had been purchased. We found out like everyone else - thru facebook and Hometown news. I still haven't gotten the details of the criteria used to determine that 130 Lansdowne Ave was a better option than our property, but I did ...find out that Deputy Mayor Redmond, who lives across the street with his partner, Kathy Taylor, was the one who seconded the motion for the purchase. I didn't even think to check to see if he had any say in the decision. My mistake. Again. According to meeting minutes, Redmond left the room at the June 12 meeting for 13 mins, and left the room at the May 8 meeting for 7 minutes. Of the 4 meetings that happened after we began talks with Lanark County, Redmond did not recuse himself from the committee, as he clearly should have, but rather, left the room for a total of 20 minutes and then was the one to second the motion for the purchase of the Lansdowne property. Just to clarify some misinformation that seems to be circulating, the following is a section of the survey that was provided to us in 2013 by the Town of Carleton Place when we purchased the large empty lot from the town. We are not sure when it was commissioned, nevertheless it shows the building locations clearly. This is public information available to anyone thru the registry office in Almonte. The outlined section shows the proposed severance, the details of which could not be agreed upon, so no severance occurred. The property was purchased in its entirety. It seems apparent that we will be taking a loss on our project, so, if we're going to take a loss, we thought we should do it in the pursuit of affordable living. We are hoping for the return of the Lanark County RFP for 20 affordable housing units. We were not able to submit a proposal initially because of tight timelines but we're ready to go for the next round. As a backup, we are currently in talks with Habitat for Humanity. One way or another, we hope to fill that downtown property with something to be proud of.

Tyler Duval failed to note that the Fifty Allan development is less than 100m to the Queens Hotel on Bridge St. That makes it over 20m closer than the building he referenced as a close neighbour to the Boyd St development. The Boyd St development is an ultra-modern design that passed, unanimously, with few questions or concerns despite the number of variances asked for. Our development asked for none - we met all bylaws and the Official Plan. One major sticking point with our... development is that it did not fit in with the 'historic' neighbourhood. Historic? Of the 9 homes that are directly surrounding our development, 2 are 1950s bungalows, and 3 are 1980s Halliday Homes prefab kit homes. Historic? 5 out of 9 are 1950s and later. Was I angry? Just a bit. And for the record, my rant lasted all of 30 seconds. How was it even possible to phone the police in that short a time? And it doesn't go unnoticed that the call was made by the man I launched a formal integrity complaint about. What the Mayor failed to mention in his comments is that the architectural concept plan submitted in 2013 as a REQUIREMENT of the purchase of the property from the town was ACCEPTED by Council, of which he was a member at that time. There were many delays in finalizing the sale but at the Oct 13.15 council meeting, Doug Black, Sean Redmond (no recusal) and Theresa Fritz were on Council and in attendance when the motion to complete the sale was accepted. In fact, Theresa Fritz made the motion (motion number 17-126-11) . Over 5 yrs later, and hundreds of thousands of dollars in studies and reports, the proposed and accepted plan was denied.

Its been a very long and costly road that we have been led down by Carleton Place town council. And in the end, we have lost so much time and money, not to mention the loss of trust and respect for the members of Council. Three members have been on Council for most of this fiasco and yet there was no hint of our plans not being acceptable until after all of the many studies and reports were commissioned and submitted. The largest of the 4 lots was sold to us by the Town of ...Carleton Place based on the approval of submitted architectural drawings of a 4 floor, 36 unit building. Our plans for the property were accepted and a letter written to that effect. Another aspect of the sale of the property, as noted in Council minutes, was that the town would favour a developer who was able to develop all four lots. So we purchased all four. The owners of the last lot knew of our intentions and held out for much more than the house was worth and made a substantial profit. They seem to be the only winners here. Our final development permit application was for 4 floors, 33 units and was denied yet there are so many other developments going up around CP that are being given fistfuls of variances. We asked for none. Compatibility seems to be relative to who the neighbours are and how loud they are. In engineering bills alone, the cost is close to $100k. The town conferred repeatedly with our engineering firm to design and re-design the water and sewer along Allan and Charles Sts. as well as the sidewalks and curbs, with the understanding that there would be a 50/50 split of costs. Not a dime has been seen but the application to the MOE/ECA has been submitted. To what end, who knows. When purchasing the property, we made the mistake of thinking that the clause that read that our development permit application would be dealt with 'in a timely manner and in good faith' could be removed from the final sale documents. It turned out to be quite the opposite. For those who fought so hard, treating us as unfeeling 'big time greedy developers', congratulations. To the rest of the town, we share in your disappointment.
