Any time our downtowns can welcome businesses, especially during these times, is good. Employment, shopping selection, tax base strengthening, and more is welcomed by me in any of our towns. The former Foodland location has been empty too long. While many people would like to see a grocery store replace the former Foodland there are only limited players in the rural grocery store industry that could put such a store in that location.

Council will have a special meeting on Monday with Durham Non-Profit Housing Corporation. It's billed as an education session. So I guess we'll perhaps get more information about Allan's Place in Cannington and possibly other locations in Brock (DRNPHC has 5 properties in Brock). Not sure exactly what will take place at this meeting. I stand by my comments and concerns about what has been happening over the last several months. I certainly hope we're going to get some tr...ue and useful information through this meeting. I'm disappointed that it has to be in-camera and closed to the public. I have expressed my concerns with that but have been assured that "confidential" information will be shared. Given that the concerns expressed (at least by me) have had to do with the public (and in particular our seniors) I wish this meeting could have been open to the members of the public. It is only in the hope that we will receive some kind of useful information at this meeting that requires a closed session since I was very close to boycotting the meeting otherwise. I apologize in advance that I will not be able to share the discussions during the closed session of the meeting due to the requirements under The Municipal Act. A motion was passed today as part of changes to The Region's Master Housing Strategy that future proposals, like the Beaverton Supportive Housing project, will have to seek consultations with local stakeholders such as the local municipal council, neighbours, and others and that issues around size, location, and similar project aspects be reviewed. The problems with consultation on the Beaverton project was specifically cited as the purpose for this change. While Brock residents may rightfully feel this is akin to closing the barn door after the horses get out..... it may at least improve the process in the future. I've often said, what is going on now is not the end of supportive housing projects and how this process works must be reviewed.

The Region of Durham is moving along (hopefully with the help of Provincial funding) to bring in a specialized emergency response service for 911 calls that involve non-violent incidents. Responders will be specialized individuals with the skillsets to deal with a non-violent mental health crisis. Special screening during the 911 call process will determine if such first responders need to be sent with or without police. Many models from throughout the world have been reviewed in this effort. I expressed my concern for the safety of non-police emergency responders in the event that a non-violent incident turns potentially violent. Such considerations are taken into account. The program is still in the pre-rollout stages.

At today's Regional Finance Committee meeting a presentation was done regarding water and sewer rates and budgets. 2021 could see some record low increases in user rates for water and sewer in Durham Region. An increase of less than 1% (0.75%) on the user fees are being proposed! The budget includes the new well in Cannington and major watermain replacements in Beaverton as well as future work on the Beaverton water treatment facility which will total over $4 Million. The record low increase is a result of anticipated increased revenues from increased use (partially due to COVID). Great news indeed going forward.

Thank you to the members of Council who supported my motion today to have staff follow directions previously provided whereas we agreed to give each community some ice time at their local arenas. Nobody is asking for seven days a week all day service but simply some time for local residents to use the ice for public skating and provide some recreation and diversion in these difficult times. While the reasonings for closing Cannington varied I felt our residents need during C...OVID for some monitored time out of the house was more important. Staff confirmed today that there is no big incremental costs. Also, the reasoning about keeping everyone safe from COVID by limiting their use of facilities does not make sense either since Beaverton and Sunderland are not being closed due to COVID. Another reason provided was that staff would be used to do maintenance elsewhere in the township. Quite frankly I think we can get both done. Again, we're not asking for full time operations which still gives staff time to do other work but at the same time the Cannington arena I'm sure could use some regular maintenance during those few hours we'll open it up. As Councillor Doble said.... "why does it have to be all or nothing?" Simple answer.... it does not have to be. Again, thanks for the support from Councillors Jubb, Doble, and Pettingill for their support in giving all residents in Brock a chance for some COVID relaxation. I'm looking forward to staff announcing the change in hours. Get out there and use that ice!

This new rent subsidy would support businesses, charities, and non-profits that have suffered a revenue drop by providing support up to a maximum of 65 percent of eligible expenses until December 19, 2020. Of course it's a great story. My question to The Region and DRNPHC is what do we do about the residents who are afraid to tell their story? Seniors residents at Allan's Place in Cannington are afraid to talk about what is going on as they fear retribution. A small number of residents in the building are literally terrorizing the most vulnerable sector of our population. Residents afraid to go to the laundry facility by themselves. Residents afraid to walk the hallways at... night. Will anyone listen to their stories and do anything? Allan's Place was to be for seniors. It was to be an affordable and safe place for seniors. Meanwhile we're criticized for asking Durham Region Nonprofit Housing Corporation to do their jobs and get this under control, evict the people terrorizing our seniors, and make Allan's Place what it was supposed to be in the first place. How about going to Allan's Place with a camera crew and interview the seniors living there? See more

At Thursday’s Regional Health and Social Services Committee meeting there were a number of reports, deputations, and discussions regarding the proposed Supportive Housing project in Beaverton. Brock's new Non-Profit Advisory Committee is compiling its list of local non-profit organizations. The Committee will, over the coming year, evaluate the state of the non-profit sector in Brock and make recommendations to Brock Council on how The Township can provide assistance to this vital area of our communities as well as assist the members of this group help one another. More information will be coming out shortly as well as a dedicated page on The Township website for local groups to register themselves so that communications can be improved.

I know I've often been critical of our transit service in Brock. However, changing to a more frequent on-demand service is certainly a step in the right direction. Hopefully this will encourage more use of on-demand service in Brock and that this level of service will continue past the "age of COVID".
